(4.) Read a Minute by His Excellency the Governor, recommending a vote of $240, being arrears of pay at the rate of $60 each for 1884 due to 4 Police Constables (N, 23, PATTERSON, No. 57, TAYLOR, No. 66, GORDON, and No. 84, SUTHERLAND), who have accepted the increase of pay under the new Regulations as to term of service for pension and remittances to England.
The Committee find this to be in accordance with Regulations, and recommend that the amount be voted.
SERVICES EXCLUSIVE OF ESTABLISHMENTS.
Government Gardens and Plantations.
(5.) Read a Minute by His Excellency the Governor, recommending a vote of $3,000, being amount required to carry out certain contracts to which the Government is already pledged this year.
The Committee find that these contracts were made before the revision of the Estimates for the current year took place, by which a reduction of $4,000 was made in the amount set down for this expenditure. They recommend, therefore, that the amount now asked for be voted.
Police.
(6.) Read a Minute by His Excellency the Governor, recommending a vote of $6,998.81, for the supply of 300,510 rounds of MARTINI-HENRY Ammunition, required for the use of the Police and Volunteers.
The Committee find that on the recommendation of the Major-General Commanding it has been decided to increase the number of MARTINI-HENRY Cartridges allowed to the Police for practice from 50 to 150 rounds per annum for each man, and that some of the Ammunition will also be required for the use of the Volunteers. They also find that 50,000 rounds of this Ammunition will be taken over by the Shanghai Volunteers, on payment, and the amount will be credited to this account in due course. They therefore recommend that the sum asked for be voted.
Roads, Streets and Bridges.
(7.) Read a Minute by His Excellency the Governor, recommending a vote of $2,500, being the second instalment for new roads near the old Mahomedan Cemetery.
The Committee find that the construction of these roads will enable the Government to offer for sale several building sites, which will realise considerably more than the outlay on the roads; they therefore recommend that the amount be voted.
Miscellaneous Services.
(8.) Read a Minute by His Excellency the Governor, recommending a vote of $500, being the cost of apparatus for the testing of Coal-Gas.
The Committee find that it is necessary to have this apparatus for testing, from time to time, the quality of Gas supplied by the local Gas Company. They consider the sum reasonable, and recommend that the amount be voted.

Colonial Defences.
(9.) Read a Minute by His Excellency the Governor recommending a vote for $1,200, being the equivalent of £220 at 3/8 per dollar, which Commodore MORANT has stated will be the approximate cost for fitting for torpedoes four steam launches.
The Committee find that the fitting of these launches with torpedoes is necessary for the defence of the Harbour, and recommend that the amount, which seems reasonable, be voted.
(10.) Read a Minute by His Excellency the Governor, recommending a vote of $181.80, being the equivalent at the rate of £50 per annum at 3/8 per dollar, from 1st April to 30th November 1885, as allowance to a Seaman Gunnery Instructor for the Hongkong Auxiliary Flotilla.
The Committee find that, for the efficient working of the Flotilla, it is necessary to have a competent Instructor, and they recommend that the amount, which seems reasonable, be voted.
The Committee adjourns sine die.
